I thought Target enforced a limit on Pokemon products to combat scalping. This specific Target 8900 State Hwy 121, McKinney, TX lets people loop as many times as they want. What is the point of limits if you are going to let the same 3 people loop to purchase all 20 ETBs within 5 minutes?
