I cannot believe how poor Targets customer service has gotten over the years

I cannot believe how poor Targets customer service has gotten over the years. I have always had great customer service until today. I ordered a dress. Dress was to deliver August 4. I contacted via a chat asking where the dress was. No one could tell me anything. I was passed to a "specialist" named Sam. Sam never read any of my text chats. Just kept sending me cut and paste responses, over and over again. He told me he would get the dress to me for Sunday the 9th and then disconnected the chat. So I called Target customer service. I could not get anyone that spoke English. I was transferred to a specialist who spoke very little English. I told her that I couldn't understand her and she refused to transfer me to anyone that spoke English. What in the Hell is going on with Target??
